The Encina Wastewater Authority (EWA) operates the Carlsbad Water Recycling Facility (CWRF), owned by the Carlsbad Municipal Water District (a subsidiary district of the City of Carlsbad). The Phase III expansion increased facility capacity to seven (7) million gallons per day (mgd) of recycled water and was completed in 2017. Secondary effluent from the Encina Water Pollution Control Facility is diverted from the ocean disposal system and delivered to the CWRF for tertiary treatment. Tertiary treatment consists of two parallel trains: (1) granular media filtration (GMF) and (2) ultrafiltration (UF). The UF train was installed during phase III to provide an increase in capacity and reliability. The CWRF supplies recycled water to the southwestern part of the City of Carlsbad.
