How to Audit Your SSMP in Accordance with SWRCB Office of Enforcement Standards

After ten years with the Sanitary Sewer Waste Discharge Regulations (WDR) and the maturing of the Statewide Sanitary Sewer Overflow Database (CIWQS), there is now sufficient industry information to determine the importance of continuous improvement in sanitary sewer collection systems operations a stated purpose and goal of the WDR regulations. As the State of California Office of Enforcement and the local Regional Water Quality Control Boards expand their efforts to inspect and assure compliance with the WDR, it is important to find that enrolled agencies are continuing to improve their operations and emergency response from actual field events and experiences. In addition, it appears that the regulators are becoming much more aggressive in their enforcement of the regulations relying on an enrollees documentation and recordkeeping for all collection system operations.
An important procedure to assure compliance and reduce agency risk and liability from enforcement is the required and regular audit of the SSMP and of the certified data and SSO records maintained by the agency. This workshop will assist and provide attendees the methods an enrolled agency should be using to assure, to the maximum extent possible, compliance with the WDR and enhanced trust with regulators during any inspection or enforcement action. Mr. Causey will provide his incites and observations from work with more than 70 municipal and special district collection system clients in California the past 12 years to provide an interactive workshop that will maximize that an agency has the proper records to support the agency’s continuous improvement activities as well records that will maximize regulatory compliance and enhance regulator trust. The workshop will allow agency’s to share their own experiences and activities in conforming their audit programs to the collection system regulations.
Workshop Take Away
Participants will return to their agency fully prepared to understand the importance and techniques of the SSMP audit and the methods to properly document this essential SSMP activity and also to assure proper emergency record keeping documentation. Participants will share their agency experiences and techniques for the Sewer System Management Plan Audits including scheduling requirements, audit teams, SSMP element checklists and final certified Audit Report in full compliance with the regulations. Finally, participants will learn the techniques for the auditing of CIWQS data and recordkeeping to assure compliance with the WDR including the Monitoring and Reporting Program requirements and will receive a list of references for collection system operations and compliance.
This workshop will provide an enrolled agency’s staff with proper procedures and techniques for preparing a best in class SSMP Audit Report and strong procedures for the proper documentation of emergency response activities. It will also allow participants to hear and share perspectives from other attendees on audit processes and documentation.
